The 60 mm Double Cheek Plain Bearing Block with Quick-Lock is designed to lead lines to winches and allow for them to be temporarily locked with spring-loaded locking arms. This way, the winch can be used for other purposes. Another typical application is to secure inactive spinnaker sheets / guys to prevent them to become unreeved. 

The locking arms are spring-loaded to prevent accidential locking.
